Dedicated canonical overlay representation.

Overlays are the common form of the file system for WASIX packages. Dependencies are all added to the overlay, with the regular file system as the foundation.

This dedicated variant is necessary to norm the behaviour and prevent redundant recursive merging of filesystems when additional dependencies are added.
